In a small bowl, whisk together 2 Tbs lime juice, 1 Tbs rice wine vinegar, 1 Tbs fish sauce, 1 Tbs granulated sugar, 1 Tbs canola oil, 1 Tbs chili garlic and set aside. Make a salad with sliced red bell pepper, thinly sliced cucumber, julienned carrot, thinly sliced red onion, assorted lettuce leaves and handfuls of mint, basil and cilantro.
