chives spiders/beetles

I have been growing chives as a border around my garden for several years. This season, all my chives were home to what appeared to be very tiny black spiders or beetles. They do not seem to be harming the plant at all. I've noticed now that they have moved to my onions and garlic as well. Will they affect other plants in my garden? What can I do to get rid of them?

Thank you for the picture.  They are black aphids; and like most aphids, they will feed on succulent young growth, deforming plants, buds and fruit.
