First off, most if not all pumpkins are not meant to be planted in a pot, most Burpee seed packets instruct to direct sow. The pots look very small, likely the roots have ran out of room to grow, as you mentioned the length. Not sure about your area but Feb seems very early to be transplanting, perhaps another reason why your pumpkin plants are not doing so well.
