I've seen plants on which the leaves darken like that normally.  I wouldnt be too concerned about it, unless it gets worse, then it might be a fungus.  For example, if you look closely at your pepper plants, you may also notice that the entire axil, from the leaf node to the petiole, may turn black as well.
