Cool Season Container Crops

I have 3 containers approximately 18 inches in diameter.  What are the best cool season crops to grow in these containers and when should I start for the Philadelphia area?

I can't address the Philadelphia area, I'm in the Northwest, but to know when to plant certain plants contact a nursery or the Extension Service to find your last frost date (mine is 4/15) and first frost (10/31). Check your seed packet and it will tell you when to plant i.e. 2 weeks before your last frost or 4 weeks after your last frost. You just take your frost date and add or subtract. Your local Extension Service will have planting charts for your area online.
