You need to start cucumber beetle control as seedlings emerge. You have to inspect for the insect.  Row covers can be effective means of excluding cucumber beetles. A mulch helps keep the beetle larvae form reaching the plant and deter the beetle from laying eggs neat the base of the plant.  Cucumbers are rather sensitive to pesticides, so check with your county extension service to see what is recommended in your area.
