As soon as the temperatures  are staying below 85 degrees you can grow, beets, radishes, loose head lettuce and other salad greens, spinach, short carrots, kohlrabi, turnips and since your are both up north a hardneck garlic. If you were from the south a softneck would be recommended. Choose quick growing crops because these vegetables can take a frost but not a freeze.

I have had no luck in spring or fall growing beets.

Did the beets not come up or did they just not grow? 

 Sow the seeds ½ inch deep and 1 inch apart they take about 14-20 days to germinate. Since beets come up in clumps you must thin all but one plants so they stand 1 inch apart. Make sure their soil is evenly moist. When the plants are about 6 inches tall pull every other one.
