Outside, you can plant a few cold hardy plants: chives, thyme, dill,  parsley and lemon balm. 

You might also want to think about growing herbs inside for the winter all you  need is a sunny window. Basil, chives, thyme, mint, oregano, and parsley can be started from seed. Rosemary can be tricky to start from seed so you might prefer a plant.

Use a good quality potting soil and pots no larger six inches. Choose a window with at least six hours direct sun. If you don’t have a sunny window you can also grow them under grow lights you need at least 8 hours of light and keep the light within four inches.
