It sounds like leaf miners, there are difficult to get rid of once they are in the leaf, since the leaf is protecting the bug. If the infestations is not bad remove the affected leaves and destroy.  Row covers, if practical, will set up a barrier make sure you bury the ends.

There are some pheromone traps that will attract the adults. If you need something stronger please contact your county extension service.
